Hello friends, get your activist hats out, we have an opportunity to be a part of Democracy!
We are lucky to have State Representatives in Michigan working for animal rights as we speak. There are 3 actions moving forward in Michigan politics that can directly impact animal welfare and provide protections through legislation. We have a bill pending in the senate to amend legislation dating back to 1969, regarding industry regulations in animal research. We have a bill pending forward movement in the House to ban cat declawing in Michigan. We also have a petition effort to include an animal welfare vote on the 2024 ballot.
First, let’s talk about SB 149, introduced by
Kevin Hertel, from District 12. This Senate Bill would call for the amendment of language & strengthening of penalties in an existing bill regarding regulating animal treatment in the research industry. Specifically: delivery, transport, boarding, buying, or selling cats and dogs for research, requiring attempts at homing before euthanization, as well as an obligation to submit annual reporting.
While this has a healthy amount of bipartisan support in the legislature, it is not a top-of-mind piece of legislation, and is still awaiting action. It has been referred to the Senate floor, but has not yet seen the House. We are heading into the final week of this legislative session before representatives are on break. While SB 149 IS scheduled to see the light of legislative day this coming week, so is the State Budget, which is...kind of important too. The Senator’s office said if we’d like to see it pass on schedule with the budget, in this legislative session, we have to step up! Like…stat!

here. Please call your local state representatives and voice your support. Urge them to think about how important this is in the fight for animal welfare, and let them know you’d like to see it move out of committee, and enacted into law, on schedule, right away, before the end of this session. Don't forget to say please. :)
Next up, we’ve got House Bill 4674 pending in the Agricultural Committee. This one was introduced by Representative
Jimmie Wilson Jr., of the 32nd District and would enact a law to protect our cats by making it illegal to declaw in the state of Michigan. We have an opportunity to join New York and Maryland and become the 3rd state in the nation to enact this into law. This one is not slated for this session but it needs our voices, as it has failed to pass when introduced in the past. Let’s call our representatives and get it done! You can read more about HB 4674
here. I urge you to make a 2nd call, or a 2nd email, to those same representatives, voicing your support for this bill as well.

Mallory McMorrow’s office - one of the co-sponsors of SB 149 - and received helpful guidance on how to get our voices heard loud and clear:
1) Call or email both your House & Senate Representatives. If you are unsure who yours are, you can find out for the House

2) Whether you are emailing or leaving a message, share your full name, full address, the Bill #, and - *most importantly*(!!) - WHY it’s important to you. If you are sending an email to your Representatives, be sure the subject reads: “SUPPORT FOR SB 149” or “SUPPORT FOR HB 4674”, depending on which you are advocating for.
Last, but certainly not least, there is a push underway to get a ballot initiative on the 2024 ticket, and it’s a GOOD ONE! MI would like the people to decide whether we should create a registry database of animal abusers to prevent them from owning and abusing animals in the future. This will be a much needed protection to lessen animal abuse instances in our communities. The initiative is Protect MI Pet - and you can get involved! Visit
